Of course, in broader terms, it depends on the job. You might be able to work at a Mexican restaurant as a Mexican migrant with little to no English. But you could not hold an office job in a non Mexican area, could you?

And working in a Mexican restaurant could be a perfectly good job, better than an office job.

No, it isn't. I'm one of the managers for the EU branch of my company. We've succeeded in placing English expats (who speak only English) in other European countries, France included.
