Can such a thing not be true of all ideologies? Why would it be disappointing to see people believing in a god, yet not so for people following any aspect of an ideology?

As well, believing in a god itself does not require any other belief, a great many of the religious just believe in a personal god, and accept science.

If you are referring to why he gets to have God revealed to him, then there are two potential answers:
1) I cannot say, as the motives of a creature that is unable to be understood cannot be argued by either of us.
2) In order to allow the seed to be planted.
