If you identify with the Republican Party: no.

Neither extant federal policy nor the major parties are interested in any incarnation of regionalist governance, so party affiliation's really the only practical consideration that'd matter here.

There is no way this would pass and even if it did the state legislature in Sacramento would never approve it. Any changes to state boundaries have to be approved by both the the state legislature and Congress.
