Uh, the South Koreans are actually at war with the Norks; the Norks occasionally attack at random. Since there's only an armistice in the Korean War -- not a peace treaty -- and the Norks repeatedly have broken the cease fire, I think the free world should liberate North Korea, by any and all necessary means.

The full UN report (372 pages, copy courtesy of the Beeb) mentions that the North Korean army is starving, so other than neutrailizing their artillery facing Seoul -- a significant challenge -- this may not be so hard...

'cept everybody doesn't. The South Africans abandoned their program, and the Ukranians -- for reasons beyond me -- gave the nukes the Soviets left behind to the Russians. Most countries don't have -- and apparently don't want -- nuclear weapons programs.

You see, after the collapse of the Soviet Union, there were negotiations that had to be done.

In order to guarantee that Russia would stop claiming Crimea and dealing with other such difficult subjects for Ukraine, Ukraine handed the nuclear arsenal over. It's not like it could've legally kept it anyway, because being a state with nuclear weapons and not being one of the five identified in the NPT is just kinda... morally difficult to keep up face in the international community, you know. Except for Israel, but that's a special case based on the world being generally very lenient on Israel a lot of the time.
