he's both down with land reform in favour of smallholders and down with extrajudicial killings.
It's actually a great combo for fighting insurgencies.
Not that he needs the latter, once given greater rights to political organization armed struggle becomes (as it has) increasingly more pointless. Already the Communist party prefers it's electoral politics over its gunz.
