1) No, it means that they don't believe in their existence, it means nothing more.
2) Sure, but they aren't against them, you are making a huge leap, with no backing, unless you are going to honestly say that "I don't believe in X" means "I am against X" in terms of the existence of X. The argument you are making rests on the common misconception among people, that being the connotation of the phrase "I don't believe in" you are trying to say that, just like when someone says "I don't believe in Obamacare" meaning that they are against it, someone saying "I don't believe in God" means that they are against God. That's not what that phrase means in this discussion.
3) Having views on religion does not mean one has religious views. "I have no opinion on Obamacare" according to you, should be met with "Oh, so you're against it, and a Republican!"
