Well firstly, it's not a 75% income tax. It's a 50% income tax on each Euro earned above €1 million. Then a social contribution which everyone in France pays on their income: this would be a flat tax, except that the rates are higher for earnings from investment than for wages/salaries.

How is a 75% tax bracket compliant with the Constitutional Court's ruling that 66% is the limit?

Well, the trick is in making the employer pay the 50%. Then the social contributions are levied on the individual income. This comes to around 66%

Assuming taxes are rent, there are renters rights which preclude overburdensome payments. France's rent is too damn high.
