What use does the JSDF have for a long-range strategic bomber?

Defensive long range bombings against hard targets in a first strike attack against any potential invader.

Because a good offense is a good defense.

Japan doesn't have the hardware of munitions to make use of it.
If they want long-range strike capability they should invest in ballistic and cruise missiles. You think, things harder to intercept than enormous strategic bombers.

Note that their two battle tank designs, the Type 90 and the newer, lighter Type 10, are both domestically designed and produced, as are their Howa Type 89 rifles, and before that, the Type 69.

But what they are producing is comparable and designed to compete. Obviously, some nations are building better things.
Those nations are broadly producing systems average to each other. Because they compete.

As for the enslaved women thing, they did that not only to China and South Korea, and the Japanese expressed regrets to it by issuing apologies. But I would also argue that what the Nazis did and what the Japanese did are different. The Nazis want to eliminate another race, while the Japanese want to exploit countries they invaded to support the mainland. How is that different from other countries that colonized South Asia? Although with the hate Japanese have against Koreans and Chinese at that time, we don't know if they'll go down the same path as Nazi Germany had they not been stopped.
