That's how many come out.
If I lived in one of many places in America, I would not come out. 10% is a scientific estimate of how many actually are, not how many admit it.

Keep in mind the confounding effects of asking people to self-identify, as those surveys do.
Some people are so deeply closeted that they won't even acknowledge their orientation in an anonymous survey.

Their argument sounds like Justice Thomas' argument in the 2003 U.S. sodomy law case - that he would rather strike down the ban through legislature.
