A worrying proportion of people sent to death row and subsequently executed are later exonerated. This is with the appeals process.
Many more still are needlessly sent to death row and are pardoned before execution.

Second, I'd do it. Yes, war is ugly. Certainty it should not be entered swiftly. But if engaged, you must do whatever is neccesary to win. That means death and destruction that breaks the morale of the enemy. That means bombings, asasinations and other nasty, cruel and inhuman measures. I would do it because it's either HIM or ME.

It'd be useful to do those things if they actually brought about the close of the war. Or significantly impacted the ability of the enemy to fight.

But we know that they don't, so what the fuck is the point? Direct the resources you would essentially waste into fulfilling military and strategic objectives and actually fight and win.

I couldn't tell you off the top of my head, but it's almost certainly going to be higher for "normal" people. That's partially why serial killers fascinate the public. Most people can think of tons of reasons to kill someone; the simple joy of killing, however, isn't what most people think of.
