If a cop sees someone go ripping past in a car they know they can't catch, oftentimes they'll let it go unless they have some other reason to chase it. If they put their minds to it, the cops could probably catch pretty much any car on the road but sometimes that can be a pretty involved process. They're probably not going to organize a multi-county effort to stop someone for speeding and reckless endangerment.

I and other friends have had nasty accidents, so now I get panic attacks when I drive in unfamiliar places, or traffic's bad. So now I'm quite the safe driver (usually).
I did a LOT of stupid shit about that age, too, mostly as a passenger though. There's a road near my house in Austin that is nick named suicide road, because it has some seriously sharp turns. Screw up the turn and you go plunging off into a creek or forests or horses. Naturally, my friends would go 80ish on turns that you'd have trouble going 40 on. After I stopped hanging out with that crowd, apparently, one of them borrowed the other's car (with the owner in it), drove down, clipped the edge of the road, flipped, skidded...via the car roof...and slammed to a stop. They crawled out and were laughing.
