It would basically be the major spacefaring nations/groups (US, Russia, EU, China) evacuating their own people and leaving everyone else behind.

Terraforming in 15 years? No. I think the best think to do would be to send a large ship to Mars. Construct it in pieces in space, and put lots of plants in there. Get a lot of water. I read something about some scientists who lived in a greenhouse. I think they lasted several months before the environment became too dangerous. I think it was too high in oxygen.

Not in the slightest. Expect to see, at the absolute most, a couple of million of the most 'valuable' (ie rich, white Westerners) get onto the evacuation ships, but everyone else gets to burn with the Earth.

Before the wealthy (And not just white westerners, many of the world's wealthy are not white, just many of the wealthy in the Western world are white, there would still be genetic diversity, just the wealthy, world leaders and very skilled would be on the ships- The wealthy and world leaders will want workers, they will not do all the work themselves- they want a worker or servant class.
Now, the PR will be that everyone needs to leave Earth, and the message will be to prepare and register for a spot on the ship with your local government, which the registration will involve working, possibly for little to no pay for a spot on a ship. Once the ships leave, however.....

People will be led to the star port, and find there is no ship to board. The wealthy, world leaders, and highly skilled are gone to the great beyond. And laughing all the way, some maybe installing cameras to see the looks of shock, rage and despair on the faces of those left behind. Some will even justify it as saying this is the rapture, and the "Chosen" ascended to the heavens in their star-ships.

So, 99% of humanity will burn on the Earth, with no hope or chance of survival. Actually, riots and mayhem will probably kill 60-89% before the Earth is destroyed. It's not that I think they want the rest of humanity to die (they love a large servant class, after all) just that logically, there is not enough materials (fuel and minerals) for the ships and not enough space at any potential destination to feasibly save our entire population. Not to mention not enough time to build the required number of ships. But the entire population would have to struggle to save 1% of the population. That is the hard facts in this hypothetical.

One trait common in all large groups regardless of culture is procrastination and outright denial of problems the human race faces. The attitude is "I'll be dead before it is a problem, so let the kids deal with it..." Kind of like how we dealt with global warming and pollution as a race till now, and even now with overwhelming evidence of the threat we face, are still only taking half hearted empty measures...

50s yes , 60s maybe , 70s no , by that time the US had a better stronger military then the soviet union and based on most models the dropping of a sing bomb on soviet terretory that wasnt russian , would have caused the nation within the soviet union to rebel and thus ended the cold war quite early on in the game.
