To be fair wiki also says "measures were instituted to secure such a popular vote as was desired" and " The French Consul wrote to his government, that, if a French man-of-war did not come to Villa Franca, his own life and that of his family would not be secure", and the Niceans seemed not to really like the incoming Frenchmen.

On the "measures were instituted to secure such a popular vote as was desired" part; that just seems to indicate that measures were taken to have a popular vote.
I can't find the consul's statement in the article, nor any statements on the Niceans' opinions of the French besides the vote. Link, please?
I don't take the statements of a probably-biased man to be indicative of vote rigging.
