And selling cheap housing can line one's pockets pretty well in the shorter term.

Why do you think people having to be punished to such extreme lengths for something as trival as homework is good? There are so many factors in one's life that if they cannot get a large assignment done, punishing them severly is silly and over reactive.

The policy in question is the reason that bourgeois society exists today. The Catholic Church wiped out scores of mindlessly obedient people when it made then nuns and priests, leaving only independent bourgeois, petty-bourgeois and the people too unintelligent to qualify for the Church.
