Until your middle class and youth, tired of all this, try to pull some next Arab Spring, they suffer police brutality, and you start to see in the media who is in favor and who is against the people.

I didn't imply it was.
I implied that the Filipinos are closer to getting a greater political consciousness that might be the start of the end their long-term corruption problems, but at the same time it might be a destructive force. And the people will have to be consistent and strong in their opposition to bad government actions.

Brazil isn't even that absurdly corrupt, we just got a lot of embezzlement and overbilling but these can be solved with relatively simple solutions such as more transparency, a less monstrous bureaucracy and less freedom at government use of private companies and NGOs (btw, the reason why I am already familiar with issues similar to the one the Filipinos discovered by these days)

Compared to the French, English, Dutch, German, Italian and Russian ones, I find the Iberian exploration colonization preferable.
