Flawed question. No such thing as an ideal government. Different cultures will have different prerogatives and perspectives on the form of government suitable for their conditions/circumstances.

Much better to pay attention to the substance or content of the people, rather than to poke endlessly at the forms in which they choose to represent and govern over themselves.

There can be no such thing as a perfect form of government because the very existence of a government entails a degree of imperfection. In a perfect world no man should want or need to be governed and ruled by another group for however long.

There is no "perfect" form, nor is there a one-size-fits-all best form.

In general, however, democracy tends to be better than monarchy etc

Progressive social policies, secularity, worker' councils (delegates elected by their respective workplaces, and subject to immediate recall; they were also paid a wage similar to everybody else in the commune), no conscription, etc.
