Right wing democracy is the perfect one here. It gives people option to become rich or stay poor. Everyone depends on his own work not social serices.

Well the ideal form of government differs on state demographics. If the proposed state has lots of different groups within it federalism, if not unitary. If a state suffers from political turmoil, natural disasters, poverty ETC you may want to have (perhaps temporarily) a single party state to sort stuff out. If I had to pick it would be Absolute Monarchy because if you have one man ruling the country you know who to blame your problems on. If you have a congress you don't know who is the enemy of the people. That is why I don't like America's system because you don't know who is for the people and who is against.

If you are designing your system based around the presumption that it is going to fail then you may wish to change your methods.

Worker Commissions elected by Workers and those who got elected will run the business and some decisions could be made with all Workers vote for them .

Absolute Monarchy isn't good, it's great! If a small system of Nobles of the Sword elect the most compitent ruler from their ranks, then you pick the best leader out of a pool of people, in which all of them are groomed to be the best that they could be. Also, there would not be a stalling, slow, cumbersome legislature to abstruct policies and delay decisions.
