What is the Perfect Form of Government?

When I have looked at the perfect government, I have always imagined a nearly all-powerful monarch that has a set of Common Laws that he can only change one thing in his reign on. He would be elected by 10 Great Elector-Nobles who decide on who will be the next King. In addition to these limitations, the monarch only reigns for 20 years, but CAN be re-elected.

Any government revolving the idea of which everybody gets an equal say in the management and future of the country they are a citizen of.

A government based on individualism but cooperation. One that hungers progress. One that involve all people and all are heard. One that excludes money from the system. One that seperates powers and seperates corporation and state. One that has checks and balances. These are some things that would make a great system but not a perfect system. There is no such thing as a perfect system.

I support peace in Israel and Palestine. The governments and people in power on all sides are an absolute disgrace, and their unwillingness to pursue peace is a disservice to the people they are meant to be serving. The status quo is not simply untenable; it is unquestionably unacceptable.

And this is coming from someone who is completely opposed to anarcho-capitalism.

A Plato-style government of philosopher-kings would be nice, if it didn't automatically entail gradual devolution into tyranny... to be perfectly honest, I don't think there is such a thing as an ideal form of government.
