Douglas MacArthur. Even though he suffered a defeat in 1942 in the Philippines, he was still a very good commander. To bad he was removed from command after the Chinese entered the Korean War.

Imperial Japan's Isoroku Yamamoto was a great naval tactician too. I wonder how WW2 would turn out in the Pacific if the US never managed to shoot him down one day.

We should be a little bit careful with that.

It's not untrue, but one has to to factor in the practicalities of ruling a vast and diverse empire. He may have simply been being shrewd. It's also true that he was capable of being extraordinary ruthless. A point which often gets glossed-over by discussion of his sparing this or that monastery.

To be honest, imo, he was better not for what he did but for what he decided not to do.

Tolerant of people who didn't fight, at least. Considering the standards of the era, that's not all that shabby. You got some nice trade networks, protection, freedom to preserve your own culture and governance, etc. Not too shabby.
