You just need to give them an incentive, like no vaccine=no healthcare/insurance when you contract the virus. And it will help speed the development and manufacture of new vaccines.
Compulsory vaccinations take care of how there's a group of luddites who refuse to get vaccinated voluntarily.

Perhaps we could pay parents money to vaccinate? Strongly encourage (as now) and also some money.
It's not about the money for them. It's how because they listen to too much Alex Jones, they genuinely believe vaccination is a conspiracy designed to cause their children autism. I don't see money helping.

This is a self-reporting survey, so it's less reliable than the 2007 figures. Still shows about 14% of parents refusing to vaccinate.
Say every parent (or parenting couple) got $1000 for vacinnating their child. With about 4 million babies born a year, that's $4 billion. If that persuaded one quarter of the current refusers to vaccinate their baby, that comes to about $28 thousand for each additional vaccination (half that if refusal rate went down by half). It seems a bit much, but giving parents of 2 to 4 year old children a thousand bucks each isn't exactly a waste of money.
It may seem cynical, but I find that a lot of decisions made "on principle" turn out to be susceptible to a cash bribe.

The figures would suddenly shoot up from how there's a spontaneous wave of parents who now need to be bribed to vaccinate their children, when before the payments they would have done it anyway.
