As someone who is not a US citizen, I do not profess to give an opinion on the merits, or otherwise of Obamacare.
I do, however, know that when a President is elected, with this as an election manifesto, has it passed into law, successfully defeats a Supreme Court challenge, and then is re-elected, the intransigence of the Tea Party, is breathtaking in its arrogance and stupidity. Politics is the art of the possible. You may not like something but to put government employees out of a job, and then bring the dollar into disrepute as the world reserve currency, reeks of fanaticism. If you cannot ultimately win, why not abstain to show your opposition?

Abstaining isn't an option when there's a promise made to voters in the district to repeal Obamacare as they might as well vote Democrat or even more radical Tea Party members instead. Given the gerrymandering of districts, it probably favors more radical and extreme Republicans to emerge.

One must make the ceiling increase large enough to make it to the election in 2014 to replace the Tea Party if need be.

The new bill will allow the treasury to take extraordinary measures to prevent this issue from ever occurring again.

I'm not really talking about that. I mean the system that means that any debt ceiling increase is approved in the budget but then needs approving again when the time comes.

What amendments?

One can interpret the components of the 14th Amendment out of section 4 and section 5. Section 5 specifically mentions Congress shall have the power to enforce elements of Section 4 which is that all debts shall not be questioned. The debt ceiling might only be removed via a new Constitutional amendment as to permit figures other than Congress to prevent a default via the existing debt ceiling. The US in particular has had one since 1917 as to prevent unlimited war spending in WWI. Only the US and Denmark possess debt ceilings and can default without being insolvent in debt interest.
