I'm not really talking about that. I mean the system that means that any debt ceiling increase is approved in the budget but then needs approving again when the time comes.

What amendments?

One can interpret the components of the 14th Amendment out of section 4 and section 5. Section 5 specifically mentions Congress shall have the power to enforce elements of Section 4 which is that all debts shall not be questioned. The debt ceiling might only be removed via a new Constitutional amendment as to permit figures other than Congress to prevent a default via the existing debt ceiling. The US in particular has had one since 1917 as to prevent unlimited war spending in WWI. Only the US and Denmark possess debt ceilings and can default without being insolvent in debt interest.
