It was the congress that actually did it. Obama didn't do what they wanted, which obama did the right thing, and so they closed up shop.

Congress wanted to stop health care and all that

IIRC, don't the recent House rules change mean that Cantor can only bring it to the floor, or whomever he designates?

I'm sure the GOP was expecting the Dems to not grow a spine over the issue.

Isn't Cantor the one who said that defaulting would be good for the economy?
I support peace in Israel and Palestine. The governments and people in power on all sides are an absolute disgrace, and their unwillingness to pursue peace is a disservice to the people they are meant to be serving. The status quo is not simply untenable; it is unquestionably unacceptable.

My understanding is the speaker controls the procedural rules of the house and can interpret that or call for a vote on the rules.

Still, I'd say that we have about an 80% chance of defaulting now. 23 hours to go and still nothing.

At least the Tea Party will lose nearly all its political relevance from this - they're even managing to piss off the fiscal conservatives and Wall Street.
