The problem is that no matter how you slice it, it's hard to emulate the same rich, deep tone of a bass on a guitar. It comes out twangy because the strings are not as heavy.
The reverse is true though, a bass can't sound quite as light and dexterous as a guitar.
Pretty much each instrument has its own advantages.
Plus, there is a reason why the thickest gauge on a guitar is actually the thinnest gauge string on a bass (assuming we are talking about 4 stringed basses only, the rule does not apply to 5-, 6-, or 7- stringed basses).
And yes, the sound of each instrument is pretty much ruled by acoustics rather than how well you can tune it to emulate X. This is from someone who has seen and heard different guitar-shaped instruments (including Jaranas [seriously, that is a real guitar-like instrument: http://en.wikipedia.org/wiki/Jarana_jarocha])
