It has an old house of parliament that the UK Parliament can use. The Monarch has her second residence there. And the Armed Forces have a strong presence.

The transport links would need a good bit of work though.
And any organisation in that regard shouldn't involve any Edinburgh politicians.

I still stand by the Scots capital as the new Union capital. The first acts of union involved England (Wales wasn't really recognized at this time unfortunately) and Scotland. So Edinburgh.
