Somewhere in the middle. It's what we did when we switched from Auckland to Wellington (this is a geographic middle, given that 30% or so of the population is in Auckland I imagine Wellington is no where near the middle in terms of population, at least now anyway) way back when.

But, because I've read Good Omens, I'm going to suggest Milton Keynes.

political capital: where's that place the royals hail from when they're not in town? there. that place.
economic capital: manchester, being considered the birthplace of the industrial revolution and the financial mumblyfiddles that gave birth to it.

what to do with the people? remember katrina in the u.s.? something like that. or the people who used to live near the t.e.co plant (dai-ichi) in japan.

depends on how fast the tide rose and how stubborn each of them were.

most of them could probably get out by rail. if the could get to one of the above ground stations without having to use the tube.

according to the land of great horselaughs, by r.a.lafferty, the gypsies came into being when a certain mountain range in india was stolen by extra terrestrials.

i would imagine the decendents of ex londoners would tell legends of the great city in which they once lived.
truth isn't what i say. isn't what you say. isn't what anybody says. truth is what is there, when no one is saying anything.

Get someone to make it mobile, ushering in an age of Municipal Darwinism. Of course, you need a nuclear war to devastate North America first, but that's easy in comparison.

Since London will be flooded, what will we do with the City of London? Plop it in somewhere in the new capital or place it somewhere else?

If you want somewhere with good transport links you could not do better than Crewe in Cheshire. It is midway between Manchester and Birmingham, so makes a decent compromise. I would prefer somewhere underpopulated like this as it gives room to grow.

From wikipedia..
Crewe railway station is less than a mile from Crewe town centre, although it was not incorporated into the then Borough of Crewe until 1937. It is one of the largest stations in the North West and a major interchange station on the West Coast Main Line. It has 12 platforms in use and has a direct service to London (Euston) (average journey time of around 1 hour 35 minutes), Edinburgh, Cardiff, Liverpool, Manchester, Birmingham, Glasgow, Derby, Stoke-on-Trent, Chester, Wrexham, Holyhead for the ferry connections to Dún Laoghaire and Dublin Port. Many other towns and cities also have railway connections to Crewe.

Crewe is on the A500, A530 and A534 roads, and is less than 10 miles (16 km) from the M6 motorway.

The main bus company in Crewe is Arriva, which also operates in the surrounding towns and villages. Smaller operators such as GHA Coaches and D&G Coach and Bus run the shorter local routes.

Apart from its railway terminal it is also an important industrial town, being the home of the Bentley car factory. Whitby Morrison make ice cream vans there, and there is also a small arms factory there. Last but not least, it hosts the headquarters of the nationwide retail chain "Bargain Booze".

It is also the home of Chris Hughes off of quizshow "Eggheads" who will be our new monarch.

(No I don't live in Crewe, this is a thoroughly impartial recommendation.)
I have only two social filters; low self esteem and sobriety.

Birmingham

Reason: It's either England's or the UK's second city, officially.
Even though we dwarf Birmingham, what? We do. - It's still 2nd.

I think Birmingham should replace Manchester in the poll and the poll reset allowing those who voted to vote again but, that's just my free two pence.

UK. should build a new Capital instead of move it to an existing city. At least it would provide construction jobs.

Yes, once again I recommend the Isle of Wright. The only thing bad about the island is if there is a war on the continent of Europe. That island could be attacked since it is located in the English Channel. But it seems to be located at around the same distance to France has the current capital.

See map. Isle of Wright just above the letter "A" of the word "Channel".

1: Most likely Edinburgh. The city already has a parliment building and it would probably be seen as a good gesture.

2: At a guess I would also say Edinburgh, but alternatively they could end up split up all over the country. (Unlikely, but you never know)

3: Either start building houseboats or evacuate them and start building new homes all over the country.

1). Winchester.

2) The new capital,Winchester.

3).They will be adequately compensated relative to their salary and can use that money to buy newly built homes in the new capital or other areas of the land.

In most of the world, people are considered a bit weird if they're into dominance or sheep. In Wales, most of the population is into sheep dominance and everyone else is considered weird.

The UK. Royal Construction Company will fix what is wrong with the isle. A bridge would most likely be built to connect the isle to the main island. Something like this.

Nice poem. Bloody Welsh should've fought at Brunanburh, if they had Caer Dydd might've survived as capital of an independent Cymru and us Scots would have Northumbria. Hell, London would be a prosperous trading post fought over between the Mwy o Ymerodraeth Cymru and the Kingdom of Wessex. We could've crushed the English from the start.

Being a Glaswegian, you'd be part of the Kingdom of Strathclyde, so you'd probably have ended up with Cumbria and Lancashire instead. You can make up your own mind as to whether that would've been better. Also, the little village of Aberffraw on Anglesey would be a likely candidate for capital of Greater Wales (and perhaps all Britain).
