Why? Your countrymen are made so by the same chance that makes the rugrats not so.

Chance? What chance is involved? Two Americans can't procreate and end up with a Cambodian kid. It doesn't work that way. They are my countrymen because they were born in this country.

They do become inert after a time. Eventually the charge will degrade to the point that it won't do anything.
Of course if those shitty countries would actually send teams out to clear out mines after a field is discovered this wouldn't be an issue. Treaties can't stop laziness.
