More so, if Russia arrests a foreign citizen for whom (as far as I know (does it? (if not then forgive my stupidity (and this abuse of brackets)))) their law does not (and should not) apply... major diplomatic incident.

Sorry. But still, I doubt that any sufficiently sane government would take very kindly to that happening to one of their own citizens. Doubly so if they're an athlete for the Olympics, quadruply so if they're there on diplomatic grounds (though the Russians wouldn't be that stupid).
