This is totalitarian, in, honestly, no matter what sense, except, as you said, their distorted sense. To say it seeks to conserve the modest, tidiness and regimentation that is thought to characterize their "marital society" makes it a conservative policy is a flimsy argument. Let's be frank about it and call it what it is: totalitarianism.
While I'm not saying it doesn't seeks to conserve whatever it seeks to conserve, it is more easily identifiable as totalitarian and, therefore, should simply be called totalitarian, as opposed to conservative.

It's totalitarianism because it's a very personal choice being controlled by the government. But it's conservative in what the government's choosing to control.

I guess what I'm trying to say is that it being conservative because it seeks to conserve their self-defined modesty is irrelevant unless you are debating that itself. It is simply totalitarian, yet you initially referred to it as conservative without even mentioning its totalitarianism. There's no point to that. It's needless. This thread wasn't made to highlight how they seek to conserve their "modesty." It was made to highlight the utter totalitarianism of the nation.
