I think that if you take it as a given that courts won't take the rape seriously, then something else very serious ought to be done. Of course, I have issues with using the wrong response to deal with situations, but I think rape is a very fucking hugely fucking serious fucking thing and someone who is intent on rape should be dealt strongly with one way or the other because chances are they have raped before and chances are they will rape again, because they're sick, sick, sick fucks. I'd take it a huge issue, just like if I saw someone unsuccessfully try to coax a kid into a van.
