Ending slavery (at least in the US) wasn't social engineering, because after Slavery was outlawed the southerners took out their racism in different ways. Social engineering would consider changing the southerner's attitudes about slavery.

Im glad the UN starting to do this, but I have a question...
How will Middle eastern and Muslim countries deal with this, in Muslim countries, homosexuals are not allowed in their religion and I wonder how will they they do that?
