Lady is the feminine form of Lord, why not Dame? Dame Protector has nice ring to it, or Madame-Protector.

Mater, as I'm sure you know, means 'Mother' in Latin. Therefore, 'Mother Protector' really doesn't flow, at least, in my opinion.

I really don't see what the problem is with 'Lord Protector', to be honest. technically, it would just act as one of those awkward conventions - just like the Queens of Egypt had to be called 'Pharaohs' (which was a male title), it isn't stupid or illogical to have a female leader take on a male title, because it follows standard convention. It definitely works if your nation has a strict culture.
