Crossing the line between designing a character in order to appeal to the audience's sexual urges and doing so for the sake of characterization is the line between characterization and objectification, reduction of the character to sub-human status. Well, I would actually point to Mitsurugi as an example of male objectification (a much better example than Siegfried, anyway, unless you mean his early incarnation before he and Nightmare separated). A samurai would generally be wearing a leather chestplate with several kimono underneath, and yet Mitsurugi feels compelled show of his rippling pecs. Maybe it could be justified as allowing for greater mobility, I don't know.
