I only played as Greece (and Mexico in that MP games). Gotta love realism (if you count Greece owning 1/3 of Africa but keeping its 1830 borders realistic of course)

So a Filipino born in America is an American citizen but a Filipino national?

America doesn't apply as it's a multinational society, a constructed nation.
To answer you question: a dumb one, but this is the way it is in most of the world except pherhaps all of the Americas, Australia-NZ and a little bit of Africa.

I'll admit, the games I play are limited to:

Bioware games.
Total War games.
Mechwarrior Online.
