1. Develop a method of contraception that is 100% effective and 100% reversible that is not dependent on remembering to take a pill or getting a shot, that won't fall out, that won't break, doesn't require someone to "know" how to use it, etc.;
2. Make it 100% free to everyone and accessible to everyone;
3. Make it not offend to sensibilities of people like fundamentalist Catholics who think contraceptive = murder;
4. Teach everyone about it and give it to them, again free of charge;
5. And then you will STILL have to force some people to use it.

So in the long run, it's impossible.
