So what goes NSG think, the channel going downhill, or are movies like this just an exception?

There was a time when they had some things going, but hey. They've always had a lot of lower-budget films. But granted, it got stupid once changed their name to be more like syphilis and less science-fictiony. Alas. Still, they are what they are, and we all know it. Which doesn't negate the occasional fun that can be had with them. You don't want to watch? Then don't. Simple as that.
Heard the director interviewed live on one of the local radio stations here the other day. Why did they do Sharknado? More or less 'why not'. They just wanted to cut loose and have fun with it, and that's what they did. More power to 'em. I think we have enough snobs and self-important puffed-up folks making millions off of over-hyped tripe as is.
So yeah. You don't want to take the risk of having a giggle over a silly bit of film, then watch something else. Not a big deal

And yes the 'sci-fi original movies' are ridiculously bad, I really have to wonder why they waste money making such crappy money.
