Yes, I imagine that's what would have happened if the Senate hadn't decided to confiscate tampons. I don't think the idea of "I know! Let's fling tampons at people!" would have been terribly likely to occur to anyone. Now that it has, though, there's an element of "might as well be hanged for a sheep as for a lamb." If women are going to be treated as vicious potential tampon-flingers anyway, they might as well enjoy it.
