It's not outright stated, but it's sure as hell implied. You could also make a "Sexual Orientation" case under Section 2's "birth or other status," qualifier.

I don't believe so. Either way the UDHR wasn't ratified by the Security Council, the only chamber that can pass legally binding laws/treaties/etc.
