It sounds like it's only a planet when it's over New Mexico according to that last line, but I think they mean that when that happens, as of that moment, they will declare Pluto a planet. I guess they can do that if they want (their government must have solved all other problems in the state), but that leaves me wondering: just what does the size of the orbit have to do with anything?

It makes me wonder if that legal declaration happens instantaneously, via quantum entanglement-esque effects, or only at the speed of light. If the latter, It should be interesting to note that by the time we see that Pluto is in New Mexico's "space", it will almost surely have left it, seeing as how Pluto is several light-hours (6, if memory serves) away from the sun, and Earth only 8 light minutes.

IIRC, the following are the IAU criteria for a planet (only applicable within the solar system):

-must have sufficient mass for its gravity to keep it roughly spherical
-must cleared its neighborhood of planetesimals
-must be in orbit around the Sun

Of course, there is some criticism of these criteria, specifically the "clearing the neighborhood" bit, as it has been noted that few, if ANY planets in our system have done so (notable entries being Earth, Jupiter, and Neptune (in fact, if Neptune had cleared its neighborhood, there wouldn't be a Pluto in the first place)).

However, one would be hard-pressed to find any more suitable criteria.

Clearing the neighbourhood excludes objects which cannot collide.

This latter restriction excludes objects whose orbits may cross but which will never collide with each other due to orbital resonance, such as Jupiter and the Trojan asteroids, Earth and 3753 Cruithne, or Neptune and the plutinos.

The provisional designation 2005 FY9 was given to Makemake when the discovery was made public. Before that, the discovery team used the codename "Easterbunny" for the object, because of its discovery shortly after Easter.

No, Pluto should not be a planet.
The name "planet" is just a classification used by scientists, who have decided that planets should be objects that are large enough to clear out their orbit, in addition to being spherical, and is in orbit around the sun. Pluto doesn't fit that classification.
Alternatively, scientists could drop the first requirement, we would have thirteen planets, which scientists have decided would be too inclusive a definition.
