That's not necessarily true when it comes to matter of state law. The court struck down a state law, the district court has the power to do that, and it affects the entire state.

When it comes ot FEDERAL law, the federal district court is binding only in the district, but when it comes to state law, the district court is binding on the state.

Scalia's been on the Court for 27 years, and is 77 years old. He's unlikely (at best) to retire, but he's getting on in years.
Alito - no chance. He's a recent (7 years ago) appointment, and is only 63 years old. He won't retire, and is highly-unlikely to shuffle off.
Thomas - is only two years older than Alito, although he's served since 1991, and is showing no signs of ill-health or impending retirement.

There are three Justices who might die or retire soon: Scalia, Kennedy and Ginsburg. Breyer's an outside chance to retire soon.

What this means regarding politics is simple: party loyalty is going to be emphasised heavily, not just by the organisations of each party (that's to be expected), but by appeals to SCOTUS appointments: Democratic netroots who dislike [insert Democratic nominee's name here] will be told to vote because the SCOTUS matters, as will Republican netroots.

She's stated before that she's holding out to equal Brandeis's record and she won't retire until she's at least 82. And if ever there were someone who could simply decide not to let cancer or age slow her down, it's Ruth Bader Ginsburg. The woman's a badass.

I don't really like her decisions, but I admire people who are still on it when they're old.

Although maybe there's something to be said for mandatory retirement at say, 70 years old.

Ginsburg is most likely to retire during this President. She is tough but two bouts of cancer cracks even the strongest among us.

Scalia and Kennedy will retire next president if it is a Republican. IF there is a Democrat elected there is a chance one of them dies. While Scalia is in good health he is overweight so heart attack is a possibility. Though both Kennedy and Scalia are at the age where deaths plateau for a few years.

Thomas despite being 10+ years younger is also at risk of death next president. He comes from a poor back ground which meant poor diet as a kid, which may influence life expectancy.
