If they had just said "Governments have no right to impede homosexuals from getting married", it would have been fine.

Is that any better than leaving it in the hands of states, the majority of which vote GOP officials into Congress and other gubernatorial offices?

What about things like hospital visitation rights, custody, final medical decisions, funeral planning, etc.?

I think that the DOMA overturn was a smart move, but I don't think we should impose gay marriage to all 50 states. At least now states can legalize it if they want to, but if the USA legalized gay marriage then the states that wouldn't want it would be forced to participate.
