Exactly. In the US, for example, since the economic downturn anti-immigration sentiment has increased hugely, and politics and rhetoric of immigration (and especially undocumented immigration) has become increasingly loaded.
It's easy to believe that the right combination of ongoing factors could lead to mobs of blackshirts attacking minorities and political opponents, much like Germany before the war.
