For simplicity sake, it is easier to post a wikipedia article and evaluate the accuracy of the sources then to post the sources themselves because they tend to bemuch more in depth.

And civilians won't. So outlaws can walk up to the civilians, shoot them dead, and get away long before the police arrive. If the civilians have guns, they can fight back and either kill the outlaws or hold out until the police arrive.

They can't, though. If someone wants to walk up to you in the street and shoot you dead, no amount of having a gun will help unless you have started shooting them before they have started shooting you, in which case you're the one walking up to them and shooting them dead. If you want people to be able to survive random shootings you should be advocating the wearing of bulletproof body armour at all times.
