aaand ... no. Low levels of rape reporting doesn't necessarily mean low levels of rape.
Not that there aren't worse things than simply having deceptively low incidences of reported rapes.

Long’s husband James Eilmann agreed.

At the state high-school wrestling tournament in Denver last year, three upperclassmen cornered a 13-year-old boy on an empty school bus, bound him with duct tape and sodomized him with a pencil.
When police visited parents of students involved in the t-shirt incident to warn them against intimidating the 13-year-old, who would be testifying against his schoolmates in a criminal case, they found the parents instead focused on attacking the principal.

I fail to understand how doing something like this is mere 'Bullying' in the eyes of these people or why they would accuse the boy of being a 'liar'. I'm fairly disappointed in the towns initial response to this, and may many misgivings befall them. When police visited parents of students involved in the t-shirt incident to warn them against intimidating the 13-year-old, who would be testifying against his schoolmates in a criminal case, they found the parents instead focused on attacking the principal.

Unless I'm missing something I fail to see why the principal would have to resign his position. Then again I'm probably massively inexperienced when it comes to the school system so I can only assume it's to prevent bias or something. Unless they're mad for him reporting it at all then I have to say that these parents are indirectly just as bad as the attackers.

are those people crazy?
these people who encourage bullying and sexual assault, along with the rapists, should be put against a wall and sprayed by a firing squad armed with .22 LR submachineguns, just for it to be painful, then shot in the head with a .50 BMG machinegun or rifle so nothing remains of their sick brains.
or maybe they should be just treated with therapy.
axe-in-head therapy.

It seems to be the latter, considering the massive amount of abuse the rest of the town hurled on the child and his family, including the principal.

Then I'm inclined to say these people have greatly disgusted me and need serious help. Or this town needs to be quarantined to prevent the spread of their idiocy.

Uh, yeah. I'd have to search to be sure it was the same woman.
Afghanistan isn't uniformly crap. The capital's not too bad, which is a common pattern in semi-developed countries. I guess where the best jobs (including government jobs) are, people are more educated.
Anyway, I think we can dismiss the "America is worse than Africa and the Middle East" thing without further sickening examples ...
