That's a good idea. To be cynical about it, they wouldn't even need to bear the risk that a massive terrorist attack occurs and Patrot Act would have stopped it ... because the Act wouldn't actually get repealed. A bit like the Ryan budget, which a bunch of House Republicans would never have endorsed if it had a chance of passing the Senate and President.

I doubt they could get a majority in the House to repeal it completely though. Even as a symbolic gesture.
