At 64, yeah she's past the current draft age. However, that could change. In all likelyhood it wouldn't. However these questions go out to everybody, so no exceptions can be made. You can't be your own special snowflake in society, you have to be melded together into the snowman of citizenship...

She was willing to do non-combatant work and work of national importance.

She was willing to defend her country, just not through violent means.


However, that is not what she answered on the test. A yes or no question doesn't have a lot of leeway.

She's not only past drafting age, she's a woman and therefore exempt anyway.
The rest I can agree to, but in this case she isn't really asking to be a special snowflake. COs are permitted to gain their citizenship, it's just that she's also an atheist with no religious organization to sign off on the fact she's a CO. Which she should not need to have.

But I can respect this position a lot more than

My counter would be that people who refuse to bear arms in defence of a nation in a time of conscription can, and should, be asked if they are then willing to perform ancillary army duties:
(Medic, supply lines, etc.)
Or to be pressed into an essential industry:
(Munitions production, agriculture, etc.)

1: They'd have to amend the law first. Which they could.
2: Religious and atheist COs can be drafted. They can either serve in non-combat roles (class 1-A-O) or in the Alternative Service Program (class 1-O).

The draft entails more than just fighting. She could easily be drafted to serve behind a desk.
If there was a draft.
And women could be drafted.
And they upped the draft age to 64.
