Why can't I pick a capital city/religion etc?

I have a huge population--over a billion, and I know nations that are smaller than I who do--help!

Because when you get the issues that would unlock those options, you choose options that would not unlock those options. For example, in the religion one, there is an option not to establish an official religion.

You either answered your issues wrong (as someone pointed out already) or there's the slight possibility (you never know) that you don't know that you edit these settings in your "Settings" page in the sidebar.

Um, yeah. I've been here a really long time--

But I hadn't been on for a while, and these things weren't here in 2007-2010. And OK--just making sure they came up in Issues, and not that a reconstituted nation couldn't have it. I did say no official religion the other day, I just haven't seen the others. Thanks, some of you.

And I know how the sidebar works ;) We had that in 2007.

Options 1,3&4/1,4&5 will give you what you seek respectively. However some of the options might have unintended consequences. Read the issues carefully before deciding.

Nations that reach the relevant thresholds now get those issues automatically, but rIf your nation passed the population thresholds for those issues before they were introduced then you'll only get them as part of the random process.
