As you said to me, that was in the past. Yugoslavia was during the Clinton Administration, which ended in 2001. I'm not sure how that one was a great risk for a border conflict, as the troops were there to maintain peace and to keep Serbia from commiting military aggression against its neighbors.

Why are they waiting to do something until a nation already has nuclear weapons? Previously, China, Iran, Russia, and North Korea were mentioned. What about the real-world Myanmar? It's a nation whose capital is literally the world's largest military fortress-city (Naypyidaw)!
