However, I think Obama is doing a good thing here. In fact, I think it's better that Obama does this rather than the Republicans because Obama has more support, and thus going through with this will be easier.

Well not in Tennessee he doesn't. Refreshingly if an actual decision requires the acquiescence or any role of the state of TN, then state Republicans look to block it. How odd this world is.

The TVA, oddly enough operates outside of Tennessee, with the boundaries of its administration extending as far as Virginia and South Carolina.
