The TVA, oddly enough operates outside of Tennessee, with the boundaries of its administration extending as far as Virginia and South Carolina.

I'm not doubting that part. What I am doubting is privatization of important government facilities and if there's a fallout from that, it will be blamed on the party/group that did it instead of the idea itself.
