This is one of the funnier things I've read in NSG. Yeah, Japan is going to take on China with its declining birth rate, aging workforce, overwhelming national debt, and export-based economy that relies on Chinese markets. Not only that, but the average Japanese person is getting lonelier and less likely to marry and have children. Good luck building a military capable of challenging the PRC.
With regards to the article, the PRC did not make the claims directly and I don't see an issue with it if they did. I like how outraged and offened NSGers seem when they read this shit. Nobody really gives a shit what the PRC claims. It's like how the RoC claims all of mainland China.

It is the opinion of two people, it doesn't mean that the leadership agrees with it simply because it is printed. It is, it seems to me, printed simply because it is wildly nationalistic, and it is not disowned because of that very same reason.
A Chinese military official said that he thinks that Avian Flu is a American conspiracy against the helpless Chinese, I doubt that that entire government owned to that belief, yet, they published it, if I remembered correctly, and didn't seem to disavow it, because it had a purpose- to direct hatred against the Americans. This, too, it seems, is more or less simply nationalistic rambling, that the higher officials may not even take seriously.

I agree with the KMT's claim to all of China, and we will eventually chase those Communist bandits out, and reestablish the Republics control over the entirety of China.

Big difference between optimism and being stupid.
The idea of Taiwain conquering China is the latter.
More importantly, why should the non-Chinese lands go to these hypothetical Taiwanese bandits? Why should Mongolians, Russians, Tajiks, Tibetans, Afghanis, Pakistanis, Indians, and Burmese have their native citizenship stripped for the 'benefit' of some far off would-be conquerors?
