Now that's just absolutely incorrect. The Authorization for Use of Military Force Against Terrorists and the Authorization for Use of Military Force Against Iraq quite clearly lay out both the theater of operations, and the targets, and authorizes the president (then Bush, now Obama) to, in any way the President deems necessary and appropriate, use the Armed forces:
1) against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons
and
2) to defend the national security of the United States against the continuing threat posed by Iraq; and enforce all relevant United Nations Security Council Resolutions regarding Iraq
To argue, as you absurdly and nonsensically do here that there is "no declared enemy" is an absolute falsehood, and demonstrates either a profound ignorance of current international relations, or extreme dishonesty. So you either don't have the slightest fucking clue what you're talking about, or you're lying.
You can choose for yourself which you prefer to be thought of as.And, the administration is claiming legal powers, for assassination of US citizens, even on US territory.

Now that's an interestingly ridiculous reason to try and impeach the President.
Because, of course, the President has nothing to do with how elections are run. That's done by state-level election officials. It's kinda like arguing that the President should be impeached because a Democratic mayor in Oregon was found to be taking bribes, or something similarly stupid.
There are also good reasons overseas ballots generally aren't counted. They'll be counted if they can possibly make a difference. They're quite time consuming to count and so on, so they won't be just counted generically—but most of the time that doesn't matter in the least. When you have a state which has voted for Obama by 7%, and 0.1% of overseas ballots are uncounted, what does it matter? You can already call an election when you get to the point where one candidate has a lead which is greater than the number of remaining ballots, and this is just the obvious use of that. You let people vote, store them up, and then if they might be relevant, you can count them, and otherwise you get the result quicker and easier.
As an aside, at least overseas service-members get to vote. I'm a US citizen resident in the UK and entirely disenfranchised in US elections. So stop your bitching
